
The TB Europe Coalition (TBEC) seeks a Dutch-speaking administrative consultant to help fulfil administrative and regulatory requirements. We are looking for a fluent Dutch speaker, ideally with some experience of Dutch governance systems relevant to NGOs.
Background
TBEC is a regional advocacy network of over 200 civil society organisations and individuals from across the WHO Europe region working to end TB in the region. The TBEC Secretariat is split between the UK and Ukraine, and is officially registered in the Netherlands. The bilingual network (EN/RU) aims to strengthen the role of civil society within the regional response to tuberculosis (TB), and ensure political and financial commitments to end TB. TBEC works twofold: first, to support civil society organisations and activists in their advocacy role at national level, and second, to coordinate and carry out evidence-based TB policy advocacy at regional and international level. TBEC aims to address the lack of political will through strategic advocacy efforts with key decision makers from global organisations – the Global Fund, the UN and WHO Europe to regional bodies such as the EU to national governments.
Opportunity
TBEC officially registered as a Stichting in the Netherlands in 2017. Since then it has developed substantially, managing a number of high-profile grants including ones from the Global Fund to Fight AIDS, Tuberculosis and Malaria, and from the EU Consumers, Health, Agriculture and Food Executive Agency. However, there are certain administrative tasks that would advance the organisation but the Secretariat team does not have the necessary language skills or knowledge of the Dutch regulatory system. The consultant would fulfil some of these tasks, thereby supporting TBEC’s development and advancement.
Role responsibilities
The Dutch-speaking administrative consultant will provide strategic and administrative support for a number of key tasks:
- Checking that TBEC’s governance information is correctly registered with the regulatory body, the Dutch Chamber of Commerce
- Apply for an EU transparency number
- Apply for ANBI and SSBI registration with the Dutch Chamber of Commerce
- Apply for Google Non-Profit registration through TechSoup NL
- Research regulations into Dutch Tax and VAT administration for charities
Qualifications
Essential Criteria:
- Fluency in Dutch and English
- Experience of administration
- Experience and familiarity with desk-based research
- Ability to structure your time across different projects
Desirable Criteria:
- Knowledge of Dutch processes for the regulation of not-for-profit organisations
- Knowledge of the Russian language
- Experience with Dutch charities

Timescale
We expect completion of the tasks listed above will require several months of part-time activity, after which the need and the manner of assistance with regulatory requirements will be reviewed. We expect the tasks to cover the equivalent of 2-3 months of full-time work. However, the successful applicant will be able to organise the task load according to their schedule (e.g. part time over a longer period) in negotiation with TBEC.
Interviews will be held on the 15th December.
Salary
£15 per hour (€16.5 subject to currency conversions)
Hourly rate and timeframe to be negotiated with the successful candidate
