The Tuberculosis Europe Coalition (TBEC) is looking for an experienced Capacity Building Manager to join its international team on a part-time (up to 80%) basis, with the probability of extension to full-time employment. The TBEC Capacity Building Manager will support the capacity building of tuberculosis (TB) affected communities and civil society to be meaningfully engaged in the TB response and transition to people-centered care in the WHO Europe region, with a particular focus on the countries of Eastern Europe and Central Asia (EECA).

ABOUT TBEC

Established in 2009, TBEC is a regional advocacy network of civil society organisations and individuals from across the WHO Europe region, comprising Western and Eastern Europe, Caucasus and Central Asia. The network aims to strengthen the role of civil society within the regional response to TB, and ensure political and financial commitments to end TB.  Currently TBEC has more than 200 members from more than 30 countries in the region. In 2017, TBEC was registered as a legal entity in the Netherlands to step up its regional and national advocacy, capacity building and support to country-led TB advocacy initiatives. The TBEC Secretariat is responsible for the coordination, communication, administration, programmatic and policy management of the network.

MAIN RESPONSIBILITIES

The Capacity Building Manager’s main responsibility will be to carry out activities under the Regional EECA project “Advancing People-Centered Quality TB Care – From the New Model of Care Towards Improving DR-TB Early Detection and Treatment Outcomes” (“TB-REP2.0”) and other activities focused on capacity-building and support of the TBEC members in line with TBEC strategy. She/he is also expected to contribute to the further integration of TBEC and its growth into a well-established, accountable and representative organisation. The Capacity Building Manager will work under the supervision of the TBEC Executive Director.

Within this framework, the Capacity Building Manager will:

  • Reinforce TBEC’s capacity building activities in the WHO Europe region providing guidance, mentorship and technical support to TBEC members; also via online channels;
  • Organise monitoring and support visits in the countries of the projects;
  • Organise regional capacity building workshops for TB civil society and communities, including key and vulnerable populations;
  • Coordinate the development of training modules and guidelines related to the TB budget advocacy, civil society TB service delivery and the like with the support of international and local consultants;
  • Assist in the development of national advocacy plans as for promotion of quality people-centered TB care with the support of international and local consultants;
  • Ensure coordination with TBEC partners and regional civil society and community networks on capacity building activities;
  • Implement monitoring, evaluation and reporting duties specific to the TBEC projects;
  • Carry out other capacity-building activities foreseen by TBEC’s strategy.

ESSENTIAL SKILLS

  • Minimum 4 years of experience in program management;
  • Proficient knowledge of English and Russian;
  • Proven experience in coordinating regional networks, preferably civil society networks;
  • Proven experience in capacity building and mentorship of civil society organisations;
  • Proven experience in the development of programs, methodological recommendations on evidence-based service delivery, piloting service delivery programs, preferably in the area of TB;
  • Proven experience in development of training materials, conducting trainings and facilitating meetings;
  • Proven experience in programme monitoring and evaluation, particularly on evidence-based outcomes of service delivery impact;
  • Proven experience of coordinating the work of international and local consultants;
  • Self-motivated, ability to multi-task, able to work independently and take responsibility and initiative;
  • Understanding of NGO philosophy and methods of work;
  • Excellent interpersonal, communication and organisational skills;
  • Commitment to the values, vision and mission of TBEC

CONDITIONS

Contract: We offer a consultancy contract to run up to December 31, 2019 with the probability of renewal, as expected grant extensions and further funding opportunities become firm. Remuneration is competitive, and will be based on the candidate’s profile and experience.

Location is Kyiv, Ukraine. Interested candidates from wider WHO Europe regionmay also apply, with the condition of relocation to Kyiv, Ukraine.
