Background

A Steering Committee (SC) governs TBEC, which is responsible for defining the strategy and activities of the network, meeting monthly (via conference call) and yearly (in person). To date, the TBEC Secretariat has also held seats within the SC, which has primarily consisted of the most active members of the network during TBEC’s founding and recent development.

The Steering Committee

TBEC’s strength lies in the commitment of its members and, particularly, in those on the SC. SC members are experts within their fields and the group sustains a critical balance of skills in relation to grassroots and ‘high-level’ advocacy, EU, health systems/service delivery, HIV co-infection an multilateral organisations. This broad pool of expertise helps to shape an effective strategy and enact TBEC’s mission.

Currently, there are 21 members of the steering committee from across the EU and neighbourhood countries. This wide geographic spread and extensive pool of knowledge are helpful in ensuring that our strategies are well thought through and truly represent the interests of TBEC’s members. The SC represents TBEC and members are expected to act in the interest of the network. Decisions are fully and openly debated prior to vote taking, with final decisions determined by majority rule.

Relevant outcomes of SC meetings and the annual SC report are made available to members throughout the year (via email and/or web publication). Additionally, minutes are taken on all calls and our annual face-to-face meeting results in a report that is made available on the TBEC website.

Given that the TBEC network has grown significantly over the past two years, the network is moving into an essential phase of formalising its internal processes to ensure sustainability and expand its operations to meet demand. Internal policies and procedures are being developed to ensure transparency, accountability, sustainability and adequate impact assessment.

Secretariat

A Secretariat jointly based between London and Brussels (hosted by RESULTS UK of London, United Kingdom and Global Health Advocates France (GHA) of Brussels, Belgium is responsible for the coordination, communication, administration and management of the network, as well as EU-level advocacy on behalf of the network. The role of the Secretariat is to ensure that the network’s work programme is successfully implemented, and to ensure that the network’s operations are transparent and efficient.

The TBEC Secretariat has functioned successfully across the two locations since it’s founding as a coalition of allied civil society representatives in 2009. TBEC’s core operations are carried out at RESULTS UK, including coordination, advocacy support, research and communications, with GHA France’s contribution providing the Secretariat with the capacity to advocate at EU and regional levels on behalf of the network.

Transparency

The network operates transparently, in line with its values. It uses charitable donations and in-kind contributions from civil society stakeholders to carry out its work. For more information about funding received by the network, please refer to our Position Statement on Transparency.
