The Tuberculosis Europe Coalition (TBEC) is looking for an experienced part-time (40%) Financial Manager to join its international team. The TBEC Financial Manager will ensure efficient and smooth functioning of TBEC’s financial systems, financial operations and procedures to support its objectives and main activities within the scope of the ongoing projects.

ABOUT TBEC

Established in 2009, TBEC is a regional advocacy network of civil society organisations and individuals from across the WHO Europe region, comprising Western and Eastern Europe, Caucasus and Central Asia. The network aims to strengthen the role of civil society within the regional response to tuberculosis (TB), and ensure political and financial commitments to end TB.  Currently TBEC has more than 200 members from more than 30 countries in the region. In 2017, TBEC was registered as a legal entity in the Netherlands to step up its regional and national advocacy, capacity building and support to country-led TB advocacy initiatives. The TBEC Secretariat is responsible for the coordination, communication, administration, programmatic and policy management of the network.

MAIN RESPONSIBILITIES

The Financial Manager’s main responsibility will be to support preparation of the projects’ budgets and budgets’ assumption, ensure ongoing book-keeping for the running costs and prepare the necessary financial reports to donors, particularly related to the Regional EECA project “Advancing People-Centered Quality TB Care – From the New Model of Care Towards Improving DR-TB Early Detection and Treatment Outcomes” (“TB-REP2”) and the Community Rights and Gender Strategic Initiative project. The Financial Manager will also contribute to the development of financial systems and guidelines of the TBEC Secretariat. Financial Manager will work under the supervision of the TBEC Executive Director.

Within this framework, the Financial Manager will:

  • Prepare budgeting policies and procedures and ensure that TBEC financial operations meet donors’ requirements;
  • Manage the budgets, forecasts and budget revision processes, including analysis of  possible savings and reallocation, according to reporting plan and donors’ requirements;
  • Ensure on-going book-keeping and correct and timely input of budget data into accounting system;
  • Ensure payments according to the TBEC contractual obligations;
  • Prepare financial reports as required by project agreements and TBEC activities;
  • Prepare the budgets for new programs and initiatives.

ESSENTIAL SKILLS

  • Minimum 4 years of experience in financial management;
  • Proficient knowledge of Russian and Ukrainian;
  • Basic knowledge of English, intermediate knowledge of English is an advantage;
  • Proven experience of working with grants reporting, knowledge of Global Fund reporting requirements;
  • Proven experience of working with the online accounting systems (such as e.g. 1C);
  • Proven experience of developing the budgets for grant applications;
  • Proven experience in management of budgets, and preparing forecasts;
  • Proven experience in budget monitoring and analysis of the budget deviations;
  • Proven experience of working with consultancy type contracts;
  • Self-motivated, ability to multi-task, able to work independently and take responsibility and initiative;
  • Commitment to the values, vision and mission of TBEC

CONDITIONS

Contract: we offer a consultancy contact until December 2019 (renewable depending on further funding opportunities). Remuneration will be based on candidate’s profile and experience.
