The Tuberculosis Europe Coalition (TBEC) is looking for an experienced full-time Administrative Officer to join its international team. The Administrative Officer will be responsible for administrative support of the TBEC. She/he will coordinate procurement of administrative goods and services; oversee administrative agreements; provide support on organisation of the events.

ABOUT TBEC

Established in 2009, TBEC is a regional advocacy network of civil society organisations and individuals from across the WHO Europe region, comprising Western and Eastern Europe, Caucasus and Central Asia. The network aims to strengthen the role of civil society within the regional response to TB, and ensure political and financial commitments to end TB.  Currently TBEC has more than 200 members from more than 30 countries in the region. In 2017, TBEC was registered as a legal entity in the Netherlands to step up its regional and national advocacy, capacity building and support to country-led TB advocacy initiatives. The TBEC Secretariat is responsible for the coordination, communication, administration, programmatic and policy management of the network.

MAIN RESPONSIBILITIES

Administrative Officer’s main responsibility will be to support activities under the Regional EECA project “Advancing People-Centered Quality TB Care – From the New Model of Care Towards Improving DR-TB Early Detection and Treatment Outcomes” (“TB-REP2”) and the Community Rights and Gender Strategic Initiative project, as well as to ensure the trouble-free administrative operation of the TBEC Secretariat office. Administrative Officer will work under the supervision of the TBEC Executive Director.

Within this framework, Administrative Officer will:

  • Oversee administration contracts, which includes management of quality of goods and services provided, timely payments on the contracts;
  • Coordinate procurement of administrative goods and services, including preparation of the specifications, arranging tenders and coordination of contracts’ signature;
  • Verify administrative payments, including the check on the budget lines and accuracy of the data; compliance with donor requirements and TBEC policies;
  • Participate in preparation of budget forecasts and variances explanation to support the financial reporting;
  • Provide administrative support on events’ organization;
  • Negotiate on quality conference services and price with the hotels or other service providers.

ESSENTIAL SKILLS

  • Minimum 2 years of experience in administrative positions;
  • Proficient knowledge of English and Russian;
  • Proven experience of preparing agreements and payments with the international and local consultants;
  • Proven experience of organization of the regional events, including negotiations with the logistics service providers as for better rates;
  • Proven experience in the procurement of services and goods;
  • Self-motivated, ability to multi-task, able to work independently and take responsibility and initiative;
  • Excellent communication and organizational skills;
  • Commitment to the values, vision and mission of TBEC.

CONDITIONS

Contract: we offer a consultancy contact until December 2019 (renewable depending on further funding opportunities). Remuneration will be based on candidate’s profile and experience.
