IAS 2018TB 2018 was held ahead of the 22nd International AIDS Conference, AIDS 2018 and co-hosted by the International AIDS Society, the Stop TB Partnership and USAID.

On Sunday, June 22, Yuliya Chorna TB advocacy manager at ICF “Alliance for Public Health”, Ukraine and a vice chair of the Board for the regional network TB Europe Coalition took part in the Panel Discussion: “Towards the UN High-Level meeting on TB” alongside with Eric Goosby, USA, Yousaf Shaikh, Pakistan, William Steiger, USA.

The panel covered the issues on how UN High-Level Meeting on TB accelerate the TB response and why multi-sectoral approach for TB was important. It also laid the ground for an interactive discussion on how affected communities and civil society can support a successful UN High-Level Meeting on TB. Particularly, the importance of post-HLM accountability processes and the role of civil society was brought up for discussion.

Based on the outcomes of the meeting of the representatives of the civil society and communities affected by TB in Bangkok on June 24, 2018, a civil society position on TB accountability was produced. The document is also leaning on the draft WHO Accountability Framework.

In her speech, Yuliya shared the key principles of the Accountability mechanisms needed to ensure an effective implementation of the UN HLM Political Declaration at the international, regional and national levels outlined by the communique from June 29, 2018, as follows:

      1. Effectiveness: a high level body with high level expertise and political freedom and weight to carry the work that needs to be done;
      2. Integrity: the ability, and exercising such ability as to speak honestly, both positively and negatively, about countries’ and other stakeholders’ performance;
      3. Inclusive of TB Community and civil society in all aspects: framework development, selection of members, representation etc.;
      4. Accountable and transparent.

Representing TB Europe Coalition at the TB HLM Affected Communities and Civil Society Advisory Panel, supported by STOP TB Partnership and facilitated by International civil society support, Yuliya has also shared the civil society’s response to UN HLM on TB at the global, regional and in-country levels.
